The bill (Reg. No. 3311) suggests recognize citizens as requiring improvement of living conditions, providing they live ‘not less than 5 years’ under the lease (rent) agreement in houses (flats) belonging to citizens as private property, and not providing they live there for ‘a long time.’

The bill includes recommendations to the Cabinet of Ministers.

Necessity of adopting such law was justified by the fact that in current version of article 34 of the Housing Code of Ukrainian SSR, the term ‘for a long time’ still bears conceptual meaning not determined in time.

The Committee members upheld the bill.
